Minutes of the regular meeting of the Board of County Road Commissioners of Clare County, Michigan, hereinafter referred to as the Board, held at its office at 3900 East Mannsiding Road, Harrison, Michigan on May 18, 2011.
The meeting was called to order at 9:00 a.m. by Chairman Michael Duggan and Commissioner Eddy Garver in attendance. Staff present was Manager Ron Bushong and Road Maintenance Supervisor John Krchmar. Commissioner Richard Haynak was not in attendance.

The minutes of the May 4, 2011 regular Board meeting were read and approved.
The fund balance report was presented and discussed and bills were reviewed. On a motion by Commissioner Duggan, seconded by Commissioner Garver and carried unanimously, it was moved to approve for payment payroll ending 05/01/2011(checks 48282-48310), check for FICA, April MERS and AP checks 63206 thru 63247 totaling $149,719.38.
Manager Ron Bushong discussed the phone system quotes with the Board. A motion was made by Commissioner Duggan to purchase the phone system and 1 year manufacture warranty from Great Lakes Telecom. After some discussion the motion was resinded and Commissioner Duggan suggested we check other options including Sprint Wireless. It was the consensus of the Board to table the discussion until a later board meeting.
Manager Ron Bushong informed the Board that it is illegal for townships to bid out and hire road work directly without going thru the road commission.
A draft copy of the new work rules was presented to the Board. Since there were some concerns a workshop will be held on Wednesday, May 25, 2011 at 1:00 p.m.
Wilcox Professional Services has completed running centerline profiles on Long Lake Rd. in Frost and Franklin Townships and they are scheduled to do soil borings on May 19, 2011.
Health insurance changes for the administration group is progressing forward. The road commission administration group is changing their health insurance to MEBS Blue Cross Blue Shield. Dental insurance will change for all employees.
Permits 19-11for Bishop Land Service, 20-11 for Bruce Corland and 21-11 for Eight Point Lake Property Owners Corp. to work in the road right-of-way of Clare County roads were examined and signed by all members of the Board.
Road foreman John Krchmar reported to the Board the crew has been cracksealing, doing culvert replacements and other road maintenance.
Manager Ron Bushong informed the Board we have received much positive feedback regarding the road commission honoring SPC Robert Friese, a soldier killed in Iraq.
There being no further business to come before the Board, the meeting was adjourned at 10:03 a.m.
