CLARE COUNTY ROAD COMMISSION
Minutes of the regular meeting of the Board of County Road Commissioners of Clare County, Michigan, hereinafter referred to as the Board, held at its office at 3900 East Mannsiding Road, Harrison, Michigan on March 2, 2011. The meeting was called to order at 9:00 a.m. by Chairman Michael Duggan with Commissioners Richard Haynak and Eddy Garver in attendance. Staff present was Ron Bushong, Manager; David Sunday, Sub Supervisor; and Kimberly Kimmel, Finance Director. Pledge of Allegiance Guests present were Richard Wells, Freeman Twp. Trustee and Chris Overmeier, Michigan CAT rep. The minutes of the February 16, 2011 regular Board meeting were read and approved. The fund balance report was presented and discussed and bills were reviewed. On a motion by Commissioner Duggan , seconded by Commissioner Garver and carried unanimously, it was moved to approve for payment payroll ending 02/20/2011 (checks 48137-48164), check for FICA, and AP checks 62947 thru 63003 totaling $140,022.31. Manager Ron Bushong discussed the condition of the road commission building. It is in need of some major repairs. Manager Bushong will check on loans, grants, etc. There will be a budget workshop on Wednesday, March 16, 2011 at 9:00 a.m. Manager Bushong gave an update on the Sunny Ridge easements. County Highway Engineer Stocking has received the easement descriptions from the attorney. At 9:15 a.m. James M. Anderson, PC met with the board to present the audited financial report for fiscal year 2010. On a motion by Commissioner Haynak, seconded by Commissioner Duggan and carried unanimously it was moved to accept the 2010 audit report. On a motion by Commissioner Duggan, seconded by Commissioner Garver and carried unanimously it was moved to award the grader bid to Michigan Cat ,low bidder, for two Caterpillar 160M2 motor graders at a cost of $282,191.00 each. Manager Ron Bushong discussed the mandated update of our radios. Crouch Communications is offering $100 per radio trade in. On a motion by Commissioner Duggan, seconded by Commissioner Haynak and carried unanimously it was moved to purchase 24 narrowband radios in lots of 8 from Crouch Communications at a cost of approximately $600 per radio. Adopting a purchasing policy was discussed. Manager Ron Bushong discussed the foreman weekend duties. He will be initiating a weekend rotation schedule with the road maintenance supervisor and sub-supervisor. The following construction agreements were approved and signed by the Board. Project No. Road Name and Project Description 603104 Old State Ave.; Haskell Lk. Rd. Finley Lk. Ave. 607105 Townline Lake Rd.; Clare Ave to Wilson Rd. Permits 05-11, 06-11, and 07-11 for Merit Network, Inc. to work in the road right-of-way of Clare County roads were examined and signed by all members of the Board. There being no further business to come before the Board, the meeting was adjourned at 10:18 a.m.
