CLARE COUNTY ROAD COMMISSION
February 16, 2011

 

Minutes of the regular meeting of the Board of County Road Commissioners of Clare County, Michigan, hereinafter referred to as the Board, held at its office at 3900 East Mannsiding Road, Harrison, Michigan on February 16, 2011.

The meeting was called to order at 9:00 a.m. by Chairman Michael Duggan with Commissioners Richard Haynak and  Eddy Garver in attendance.  Staff present was Ron Bushong, Manager; John Krchmar, Road Maintenance Supervisor; Kimberly Kimmel, Finance Director and Steven Stocking, County Highway Engineer.

Guests present were Richard Wells, Freeman Twp. Trustee, Lee Schunk, Clare Co. Rd. Commission Weighmaster;  Steven Schunk,  Northern Logistics;  Tom Pirnstill, Clare County Transit; William Hileman, Hatton Twp. Supervisor; William Britt, JDE; and Chris Overmeier, Michigan Cat.

The minutes of the  February 2, 2011 regular Board meeting were read and approved.

The fund balance report was presented and discussed and bills were reviewed.  On a motion by Commissioner Duggan , seconded by Commissioner Haynak and carried unanimously, it was moved to approve for payment payroll ending 02/06/2011 (checks 48108-48136), check for FICA, January MERS, Certificate of Deposit #6 and AP checks 62897 thru 62946 totaling $370,838.41.

Richard Wells, Freeman Twp. Trustee, informed the Board the township would like to limestone Monroe Rd (Spring Ave. to Grass Lk. Rd.); gravel Twin Lakes Rd. (Norway to -Mannsiding Rd. - Township hall).

Steve Schunk, Northern Logistics, requested permission to bond Colonville Rd. for special use during weight restrictions.  Manager Ron Bushong, Road Maintenance Supervisor John Krchmar and Weighmaster Lee Schunk will look at the road and make a decision at a later date.

Manager Ron Bushong gave an update on the Safe Routes to Schools.  The next meeting will held February 18, 2011.

The Critical Bridge applications for 2014 consideration are due by May 1, 2011.

The Clare County Road Commission/City of Clare Intergovernmental Agreement has been signed by all parties.

Regarding the mandated upgrade on our two-way radios.  There may be grant money available through Emergency Management.  Manager Ron Bushong is working with Jerry Becker on this.

All bids were accepted as read and will be awarded at a later date.  Bids on file in the secretary’s file.

A 9:30 a.m.  the Federal/State Aid (Transportation Improvement Plan TIP) public hearing for 2011-2014 was held.  Tom Pirnstill, Clare County Transit; and William Hileman, Hatton Township Supervisor were present for the meeting.  County Highway Engineer Stocking gave an overview of the projects.  Safety issues and traffic counts are used to determine projects.    There was no public comments.

Manager Ron Bushong gave an update on the meeting with Ron Wohlford, C.P.A.  If interested Mr. Wohlford will meet with the Board at a later date.

Surrey Twp. has agreed to pay the additional 1/3 of the defaulted invoice for Silver Ridge.

After discussion regarding the property sale request at Jackson Ave./Arthur Rd., it was the consensus of the Board that it would not be in the road commission’s best interest to sell the parcel at this time.

Bonding of roads during seasonal weight restrictions was discussed.  Weighmaster Lee Schunk informed the Board that a cash bond assumes 100% of the liability on the road.  Weight restrictions will be in effect Monday, February 21, 2011 at 8:00 a.m.  A list of restricted roads can be found on the road commission website and on the CRAM website.

The next MTA meeting will be February 21, 2011 at the Clare County Court House.

Commissioner Haynak read a letter from Greenwood Township thanking Road Maintenance Supervisor Krchmar the the crew for the fine job of getting the roads opened during the last snow storm.

There being no further business to come before the Board, the meeting was adjourned at 10:09 a.m.
